On a frigid Friday morning in late January, reporters and Senate staffers straggled into a scheduled briefing in the U.S. Capitol, most of them taking seats facing the briefing table. Three of the journalists, all current or former staff of the New Orleans Times-Picayune, sat down at the table, opening laptops and notebooks as they prepared to tell their stories to people who would convey them to editors and senators.
